Dear Haralson County Residents:
This is the second in a series of open letters that we will be sending to you, the residents of Haralson County, as we work to present a proposal to your County.
We at Solid Solutions Development have been listening to your community and have heard some residents voice concerns about what effect a possible landfill facility contained within our proposal could have on the surrounding property values. In response to these questions, we would like to assure the residents of Haralson County that any proposal we present will contain at a minimum the following studies and protections specifically related to property values.
If any proposal is presented, contained within the re-zoning application will be a Land Value Impact Study performed by an MAI appraiser familiar with lands and land values in this area of Georgia. The Land Value Impact Study will evaluate what potential impacts, if any, a possible landfill facility contained within our master planned proposal might have on property values in the vicinity. While this study has not been completed at this time, it is our expectation that there will be no adverse impacts to the values of nearby lands and/or associated land uses. There are several landfills in Georgia where residential developments and continuing home sales in those developments have co-existed with a landfill operation nearby. An example of those will be included in our Land Value Impact Study, and an executive summary of that study will be made available to you, the residents of Haralson County, as part of any proposal we present.
In addition to the Land Value Impact Study described above, any proposal presented to Haralson County would contain in the Host Agreement a Property Value Protection Plan available for owners of residential property within a one-mile radius of the approved waste disposal area (footprint) within our master planned proposal. The Property Value Protection Plan protects each of these properties by reimbursing them for any difference in their home value in the event they receive a bona fide offer for the sale of their residential property that is below the assessed value as if it were not located in proximity to a landfill. This plan would be in place for a period of 10 years after any proposed landfill would open and begin taking waste.
